One thing this paper discusses is how war between states with nuclear weapons is discouraged because of the weapons. Atomic bombs are extremely difficult to manage and always have imperfections because they are manmade and humans are the ones controlling them so there is always a chance that something will go wrong. Since the United States was the first state to develop nuclear weapons they have it perfected the most, many other states have weapon designs that are much less safe. Not only are the weapons that other countries have less safe but the leadership that many other countries have is not at the same caliber as the United States which could lead to disaster. Tepperman discusses how even a crazy dictator knows he cannot win a war against a nuclear state and therefore will not try to start a war with us. Many smaller countries will not spend the money and resources to create nuclear weapons because they are controversial and expensive. Larger countries such as Russia and China who already have nukes have shown little intention of giving them up. President Obama is trying to make the world nuclear weapon-free but it doesn’t seem like that is going to happen any time soon. Since those countries do not plan on giving up their nuclear weapons the United States is doing the right thing in helping countries such as Russia and Pakistan keep their nuclear weapons safe and out of enemy
