Apex Sketch takes a sketch export out of your assessing.net database and creates a GIS building shapefile map layer. From this sketch file you overlay a aerial photo and the sketch variances from the actual aerial photo stand out like a sore thumb when they are set at the same scale. Apex has a sketch technician that painstakingly reviews each property, parcel by parcel. I had previously done similar work while working in the Monroe County Equalization Department under Mike Woolford. Mike had shown me how to use side by side computer monitors to show the Apex building improvement sketch on one monitor while simultaneously viewing the aerial on the other monitor using Google maps. The text states “As a general rule, an effective assessment system requires one full-time employee, including clericals, per 1,500-3,500 parcels, depending on the nature of the jurisdiction and the difficulty of the appraisal task. Smaller jurisdictions tend to require a greater staff relative to number of parcels than do larger jurisdictions.” I agree with this and think that my unit of government should have another extra person. Having this extra person may make assessments more expensive on a per parcel basis verse larger units. However, with 3,600 parcels it is just a little bit too much for one person to handle. I try to think of my assessing office like as Henry Ford quoted. I heard Henry Ford was summarized as saying I don’t need to know the answers to every question, I just need to know which button on my phone to call so I can get the right answer. As part of the project I undertook to bring the City of St. John's into STC compliance after the failed AMAR by my predecessor I had to create an STC compliant set of maps never having done so. So, again, just as USPAP describes one way of gaining competency when you have never done something is by association or hiring someone who knows what you don’t. So, following, Ms. Spencer’s advice I contract BSASoftware to create my map set for me. I have been very happy with their service and have full faith in their maps to be AMAR compliant so I will continue to produce my maps at least
