After 9/11, Drake’s position had gained new tasks, such as partnering with other teams “to put together a website, an enterprise-wide website where people would come to keep up to date as to what was going on” (Drake). This position led to his discovery of ThinThread, co-created by William Binney, which turned into the objective being to place ThinThread as a working mechanism for specific anti terrorism websites. He then put together a two-page implementation plan and presented it to Maureen Baginski, Signals Intelligence Director, at the same time he was aware of rumors that the NSA had turned its surveillance onto the United States, directly through Stellar Wind. In return, Drake turned his attention to Baginski, stating that “we are in abject violation of the Foreign Intelligence Surveillance Act (FISA), which means we're in violation of the Fourth Amendment, which means we're in violation of the Constitution,” in which she offered little help (Drake). Afterwards, Drake follows Binney’s previous actions: pleading in hearings, being rejected, then going to Diane Roark, who soon retires in 2002. During his time at Booz Allen Hamilton as a systems analyst involved with contract work from the NSA, Snowden discovered a confidential NSA program that collected and stored personal communications from and outside the U.S. This finding provoked him to delve into past experiences of those who also discovered secretive programs of the NSA and spoke out, specifically focusing on Thomas Drake’s detection. Snowden learned from the mistakes of Drake, notably on his lack of evidence and “left his home in Hawaii in May 2013, travelling to Hong Kong to leak documents to journalist Glenn Greenwald” of the Daily Mail (The Courage Foundation). These documents displayed evidence that the NSA and its partners carried out political and industrial espionage. After this disclosure, Snowden was charged by the U.S. government with theft and violation of the Espionage Act. Following the escaping arrest in Hong Kong, Snowden fled to Moscow in 2013 where he remains to this day, leaving the people in America to wonder what other illegal activities the NSA has conducted on its own
