According to the case study, the services and documentation varied with the different agencies and were not consistent. DSS tried to link the children with specialized services to help ensure the assessments and evaluations were conducive to the needs of the children; yet, the services that were meant to be beneficial failed due to the lack of training, service providers, collaboration and financial resources. Furthermore, La Alianza service providers were not trained to conduct case management or child protective services although DSS had contracted with the organization to provide those services. Without the appropriate training, La Alianza were at a disadvantage from the start of the contractual date. 543). Therefore, it is the recommendation that the Commissioner of DSS take ownership of the negative results that were reported in the case study. DSS needs to move toward collaboration with La Alianza to ensure change occurs within the program. While recognizing that no single agency can enforce rules or regulations, DSS and La Alianza will conduct a business meeting to identify the key players, expectations, pay rates and incentives for providing services (Salamon, p.13). By identifying these parameters, the programs have more opportunities at being successful in child protective services. When the parameters are not being met, the key players identified will come back to the table to discuss the new issues that have surfaced.
To insure the needs of the clients are being met, a monthly checklist will be identified and placed in the record of every client on a caseload. The checklist should include the number of monthly face to face contacts, phone contacts, and other services recommended on a case to case basis. In addition, it is recommended that quarterly meetings occur between DSS and contracted organizations to insure the needs are being addressed as well as changes in the dynamics of the
