Effectuality Cogency
First, effectuality cogency, which is the most familiar to evaluator (Chen 2015), ,simply refers to the credibility of the evaluation in reference to the desired goals of the evaluator, applicable in the real world. These usually refer to those interventions stemming from controlled experiments. Therefore, an effective evaluation would determine the likelihood of achieving the same goal or outcome as the intervention should despite any confounding variables in the real world. Second, viability cogency refers to the practicability of an intervention surviving in the real world. Randomized controlled trials (RCTs) may span over many years and produce successful outcomes. Consequently, the intervention must mesh with other components such as the culture and mission. Therefore, the viability evaluation determines whether or not the program will be worthwhile or even doable in the real world. According to Chen 2015, an efficacious or effective intervention does not necessarily integrate well with a community-based organization, or vice versa.
