Karim V. Librach Case Brief

On 9/26/14 the Board received a complaint from attorney David Streett on behalf of his client Malik Karim against Dr. Stanley Librach of St. Louis. Karim’s complaint alleged that Dr. Librach had confronted him in his office in a threatening manner. Karim’s complaint stated that the Doctor’s actions gave him concern for his safety as well as the well-being of a business associate that was with him in his office at the time.

Malik Karim notified St. Peters Police Department by calling 911 while the incident was in progress. Dr. Librach left the complainant’s office and property of 2730 South St. Peters Parkway in St. Peters while the complainant was on the phone with 911. Patrolman Daniel Olshwanger generated an incident report for peace disturbance which was forwarded to the St. Peters Municipal Prosecutor’s office. Karim’s attorney provided a copy of Olshwanger’s report with the complaint to the Board. The officer obtained statements from everyone who witnessed Dr. Librach’s actions on 5/02/14. I was informed since they hadn’t been requested for evidence purposes within 30 days of the incident that they had eventually been recorded over. I had also noticed that he building that houses PHH was equipped with surveillance cameras and inquired if there were recordings available of Dr. Librach entering and leaving the property. I was told by the complainant that the video hadn’t been saved and no longer existed.
On 2/03/15 at approximately 1:00 pm I went to PHH office to take measurements of the complainant’s office. Dr. Librach had told me that he stood approximately 15 from Karim while speaking to him. I used a retractable tape measure to determine the dimensions of the Karim’s office and found that it is 18.5 feet long by 10 feet wide.
