Juvenile justice policies have changed the course of juveniles and how the juvenile justice system handles adolescent offenders. During the colonial era, they were held in institutions with adult criminals because they were viewed as miniature adults. In the late 1800’s reformers recognized the need for juveniles to be separated from adult criminals and focus shifted from punishment to rehabilitation. With this theory in mind, the Juvenile Justice System was established. Throughout time juvenile justice policies changed back and forth between the rehabilitation model and the punitive model.
