The purpose of this publication is to provide “a general statement of what the Emergency Operations Plan (EOP) is meant to do” (FEMA, 2006, 3-13). The (EOP) provides detailed guidance, organizational structure and specific direction on preparedness, response and communication disciplines. It is critical that we have plans in place to give guidelines to follow and goals to accomplish to preserve a normal way of life quickly and efficiently. All counties must be prepared for unexpected events to protect the city of Jacksonville and the surrounding communities.
