Introduction
The Giant Panda is classified as ‘Endangered’ on the IUCN Red List of Threatened Species. Formerly widespread across southern and eastern China, Giant Pandas are now restricted to six mountain ranges at the western edge of their former range. Habitat restriction and degradation represents the greatest threat to this species. Its range contracted as forests were cleared for agriculture, timber and firewood, leaving small, isolated populations. Threats
Habitat Destruction
Cattle grazing on any emerging seedlings and prevent regeneration of the forest, and their hooves loosen the thin mountain soil. More than half of the natural forest vegetation has been destroyed or disturbed so badly that it no longer provides suitable panda habitat and food sources. Roads and railroads are increasingly fragmenting the forest, which isolates panda populations and prevents mating. Low Rates of Reproduction

International & Local Legislation
In 1987, the Standing Committee of the National People's Congress passed an amendment to the Criminal Law, saying "smugglers of giant pandas shall have a punishment of at least a 10-year sentence and confiscation of property; under grave circumstances, life sentence or even death sentence together with a total confiscation of property shall be applied." These legislative measures have so far effectively protected giant pandas and other rare animals from human harm.
CITES in Hong Kong and USA legislated that Giant pandas is belong to appendix I that species threated with extinction on trading would only be permitted in exceptional circumstances. Under the Protection of Endangered Species of Animals & Plants Ordinance (Cap.586), the maximum penalty is HKD $5million and 2 years of imprisonment.
