There are many issues involved in combating high driving. One such problem is that whenever someone smokes marijuana, it can stay in their system for up to three weeks. So when an officer pulls someone over and they test for marijuana in their system, it is hardly ever an accurate measure of how high someone is at that exact time. So when every person that is pulled over in the heart of colorado has marijuana in their system, but show no signs of being visibly high, it greatly affects how police officers can handle the situation.
