The functionalist perspective of healthcare is, good health and effective medical care. These both are essential for having a functioning society. Most of society shares a common set of values, such as beliefs and expectations. If a part of society becomes sick they will not be able to perform their daily roles in society. If too many people become unhealthy society will not function and it will suffer tremendously.
Conflict perspectives focus on social discrimination, it characterizes the quality of health and the quality of healthcare. People from poor social backgrounds are more likely to become sick and receive poor health care. Opposed to those of wealth whom are healthy, and if they get sick they receive standard healthcare.

The variables could be measured by collecting data from low income families. If obamacare is repealed individuals who can't afford health insurance will be left without healthcare. The rich would no longer have the burden of having to help pay taxes for the health care.
The research method I would choose would be participant observation. It reduces people acting in a certain way when they are aware of being observed it allows both quantitative and qualitative data to be collected through surveys and interviews. With qualitative research you get narratives that you cannot get with any other method. This method is more feasible than many types of research. It takes less time, costs less money, leads to convenient and quicker access to a group, and many behaviors can be observed within a small amount of
