B cannot be correct, because Elizabeth did not come up with the famous strategic naval maneuvers that helped the English fleet weaken the Armada. Her two naval commanders, Admiral Lord Howard and Sir Francis Drake, were the brains behind that. Some credit can be awarded to Elizabeth for selecting the two commanders who successfully lead her navy (even though her choosing Lord Howard was more because his status than of his actual experience) and for ordering every available ship at the first word of the Spanish Armada coming.

They even knew where areas of sheltered waters were located. The Duke of Medina Sidonia, the Spanish Armada commander, took a gamble knowing that the sheltered water would be the last place for the Armada could wait for word from the army. When Sir Francis Drake attacked, the Spanish commander sent some ships to attack which veered the Armada away from the sheltered waters. So the Spanish Armada had not choice but to continue to follow their mapped route of travel without shelter and hope for the best.
