The senate protects small states from being dominated by big states, while representation by population in the house protected the large states from being controlled by a minority. The Constitution says ‘’ representatives .... shall be apportioned ..... according to population .. The number of representatives shall not exceed one for every thirty thousand , but each state should have at least one ..’’ The small state - large state compromise prevented tyranny by giving small states a voice.
