Bismarck began by declaring that during his rule he would not need or use the consent of the parliament or a legal budget. However, doing that would be in direct violation of the constitution. There were still a few German states that were left untouched by the Prussian rule, Bismarck wanted to change that. Bismarck thought that he could win the remaining Germans over by making them face a threat from an outside force. As a result, he came to the conclusion that a war with France would be his only option. Like many other things, Bismarck was extremely good when it came to creating "incidents." He had made it seem that the French ambassador had insulted the Prussian king. The French then declared war on Prussia in July 1870. France had made a mistake in declaring war with France, just like Austria previously had. They both failed to recognize the army skills, and supplies the Prussians had. In September 1870 the Prussians had taken about 83,000 French prisoners, including the emperor Napoleon III. This war between France and Prussia was named the Franco-Prussian War. Shortly after, Wilhelm I was crowned as the official kaiser, which was also known as the Prussian
