If the pharaoh won the battle, the conquered people had to recognize the Egyptian pharaoh as their ruler and offer him there finest goods that they have.

The pharaoh was the supreme leader of not only the government but also the religion

However, because Pharaoh was considered a god, and the people's representative to the gods, they often accepted the Pharaoh as their supreme leader without complaint.
