Mr. Williams stated there is heroin use by the children’s mother and her friends while the children are present. According to the reporter, Shelby has pulled out bags of heroin while the children are present, she’s used drugs in the same room as the children and the father witnessed this. The reporter stated that the children are not injured or have been in need of medical treatment after their mother uses drugs, but it causes her to lie in bed and leave the children in their playpens or cribs; Shelby usually uses the drugs while the father is on his work shift and he usually work long hours.
