Given the details of this case scenario it is recommended that the clinic should reconsider the current practice of hiring a part time MBA student for administrative tasks and an outside agency accountant to do the payroll for the organization. What should instead be considered is combining those two currently separate roles into one position.
The organization should seek out a candidate who holds a Masters in Health Services Administration degree and that possesses extensive experience in managing healthcare finance, accounting, and payroll for previous healthcare organizations. This is a preferred option for an employee to fill both an administrative and financial role full time for the clinic.
