First Tomoe seems to prefer fighting alone or as a part of an army, while Hangaku leads armies. In 1201 Hangaku led an entire army of 3,000 soldiers into battle with an army of 10,000. After that Hangaku ended up getting imprisoned but overall she was a good leader. Tomoe decided on a less leadership path. In T.C.I they explained her as the Robin Hood of Japan. Another reason why they are different is when they were popular in Japan. Tomoe was popular during the late Heian period. The Heian period is the last division of Chinese history and was a time when religion was at its best.
Overall Tomoe and Hangaku are very similar but also are different in many ways. They both are great warriors, strong fighters, Japanese legends, and Gozens. Like I said the had differences too.
