Rules can be seen throughout human history each having their own role. From the Hammurabi's Code to the Ten Commandments, regulations have been set for societies to help maintain order. Merriam-Webster defines regulation as "an official rule or law that says how something should be done"(Merriam-Webster, 2015, Web). For some, regulations are a necessity for society to function without chaos. For others, regulations can lead to social unrest. This year Net Neutrality was proposed as a regulation within around 400 pages. This law was presented in a manner unlike other regulations. This was to be a set of guidelines that would shield the Internet instead of being proposed as a law that would protect another sector of people. The Internet Service Providers were being disclosed as participating in imposing regulations through the means of blocking, throttling, and paid prioritization on its consumers. This appears to be an assurance that users of the Internet would not be blocked, suppressed, or suffer to pay for the Internet Service Provider's for faster speed. Imposing these regulations on the Internet Service Providers was proposed as a means to protect the internet and it may have done exactly that. Taxation is simply taxing a commodity, in this case it is referring to commodities that have a relation to the Internet. In regards to the passing of Net Neutrality many feel that it's passing has given a foundation for an increase in taxation of the Internet. Now that the Internet has been classified as a "public utility"(Shaw, 2015, 11), the Internet Service Providers can be taxed much higher. In 2014, a paper was issued based on a comparison of the United States and China among Internet commerce. The study proved that a China's taxation system for Internet commerce was extended beyond the understanding of the Chinese consumers. The advantage of the American system of taxation, which was understandable, was more developed and therefore had a better market share increase. China's system was proven to require more work before it was even in a class with American Internet commerce. This work shows how important an understandable, efficient tax system benefits the country that sets it into place.
Regulation of user-generated content is a supplemental issue in the deliberation of Internet regulation. User-generated content is applicable when speaking of a user's digital composition.
