He guided and led the 2d MAW LOGMAT Team to create new grading criteria for the Marine Corps, which provided the opportunity for exceptional ASDs to set themselves apart. GySgt Pay then coordinated and led a paradigm shift with throughout 2d MAW Aviation Supply. He developed a FAI Plan of Actions and Milestones (POAM) and incorporated additional SAVs within the FAI POAM. Working hand-in-hand with the Defense Logistics Agency (DLA), Naval Air (NAVAIR), Naval Supply Systems Command (NAVSUP), and Space and Naval Warfare Systems Command (SPAWAR), he oversaw the continued processed improvement of all aviation related readiness issues and support for all 2d MAW aircraft, personnel, and supply requirements.
GySgt Pay drafted and released amplifying guidance to 2d MAW MALS via 14 Aviation Supply Grams. These naval messages provided clarity and amplifying guidance for DOD, DLA, NAVAIR, and NAVSUP policies and standardized techniques within 2d MAW for ASDTP procedures.
