Steve grew up during the Great Depression, where many people could barely feed themselves, let alone their Pokémon (which resulted in many abandoned Pokémon who were either freed from their owners or simply left behind). Steve’s family never owned any, and didn’t have the means either, even if they wanted one. But Steve, one day, saw a small, emaciated Growlithe wandering around the allies outside his home. A sickly child himself, he couldn’t stand the thought of not doing anything to help out the Growlithe, so he started sneaking scraps of food from his meals and leaving them for Sunny to eat.
He asked his mother multiple times if they could take in the Growlithe, but she said no every time. She was a single mother trying to take care of a boy with health problems, she couldn’t afford another mouth to feed. Steve eventually stopped asking, guilt heavy in his heart for burdening his mother so much, but he continued to sneak scraps out for Sunny, who had slowly begun to trust and like Steve.

During the 70 years Steve was on ice, Sunny evolved from a Growlithe into an Arcanine. Sunny managed to evolve from a Fire Stone recovered from a Hydra base after the war.
Steve’s Braviary is named Washington. Washington is actually the grandson of the first Braviary Steve had, Liberty.
Steve’s Shieldon is named Terra. Terra was revived from a fossil found during the search for Steve and was gifted to him (also it's an ancient shield Pokémon, get it?!).
Eva, Steve’s Eevee, is a rescued test subject. As Eevees are known for their unstable genes which give them the ability to evolve into multiple evolutions, Eva was studied to find insight into the super soldier
