(U) Key Finding #3: Location of Embassy compound and its immediate surroundings (U) The U.S. Embassy in Freetown is located in the center of the city of Freetown on a small hilltop. The entire compound is surrounded by a wall and fencing with limited access to the main structure. The compound is approximately 11.4 acres with the main building being approximately 6,700 sq meters.1 There is a small neighborhood to the south-west and another to the north-east. Both these neighborhoods are at a slightly lower elevation then the main compound.
(U) Analysis Comment: The location of the embassy compound is very conducive to a defensive position. With its fairly clear visibility and limited avenues of approach, perimeter security can be set up quickly. terms. Telephone communication is dominated by cellular devices due to the limited number of landlines. Unfortunately, the cellular coverage is also very limited. Freetown does have a major seaport where most of Sierra Leone’s major export of iron ore is shipped. Only about 5% of the population has dependable electricity, but they suffer from brown outs during sand and dust storms. The poor economy also causes the health care facilities of Freetown to suffer from lack of supplies and properly trained medical staff.1

From the potential loss of electricity during sand and dust storms, to the lack of properly staffed and supplied medical facilities, any unit operating within Freetown should have a solid plan in place for sustaining itself
