College students in the late 1980s and early 1990s had quite the dilemma when it came to transferring to a four-year college. The school would not accept certain credits that the student has taken at their two-year college, this caused many problems for the student. College students not only had to retake the classes, it also wasted their valuable time and money. This problem raised a lot of complaints about the school and even the state representatives. Since this was a major issue that needed to be solved, they created the Stars program, to help students not lose any of their hard-earned credits when they transferred.
