Fire service culture needs to change because too many firefighters are injured or killed because of simple things like not wearing seat belts or not wearing proper protective gear. Firefighters are even defending themselves in court due to cases of harassment or discrimination. It must be possible to change the culture. All of these bad outcomes are preventable, but they need to be made at the department level and not just at an individual level.
Those in the fire service or know about it will say that it can never be changed because tradition is too strong and too important. Tradition is following what previous firefighters have done and holding to their beliefs. Firefighters will also say that the culture has been the way it is for

    Candidate Paden, despite struggling with the conduct of his order, was able to fairly effectively lead his fire team during the execution. In the order, SNC provided minimal detail throughout making it difficult for this fire team to efficiently accomplish the mission. Once Candidate Paden began executing the obstacles he was able to make timely and appropriate decisions, although he did not have a plan initially. When he received a penalty while trying to move through the obstacle, his fire team was able to continue working independently.
