Federal Government Duties and Responsibility
“Homeland security begins with hometown security” according to DHS about building partnerships (2015). A part of DHS strategy to have local hometown security prepared they designate effort to get tools, information, and resources law enforcement partners. DHS being part of the federal government does not directly get involved with day to day with every state and local agency. Without having direct involvement with every incident DHS is currently working to “ improve how it communicates and shares information, enhance the kind of federal resources and support it provides through grants, training, and other means” (Homeland Security 2015).

The States provide the connection and assistance to local governments through emergency management program created and promoted by the Federal government policies. One of the States duties is to prepare for the distribution of resources to local communities and officials when they need aid to deal with the demands of crisis or disasters. The federally created NRF also outlines State organizations will participate in like The National Incident Management System (NIMS) which provides a set of core common concepts, principles, terminology, and technologies. The NIMS provides a consistent template for managing incidents. The National Incident Management System (NIMS) is a set of principles that provides a systematic, proactive approach guiding government agencies, nongovernmental organizations and the private sector to work seamlessly to prevent, protect against, respond to, recover from and mitigate the effects of incidents, regardless of cause, size, location, or complexity, to reduce the loss of life or property and harm to the environment. This system ensures that those involved in incident response/recovery understand their roles and have the tools they need to be effective. Incident Command System (ICS) is a management system designed to enable effective incident management by integrating a combination of facilities, …show more content…
Much more effort and preparing are needed for local law enforcement as first responders is necessary to combat threats and protect local communities. Unlike federal and state government levels and departments, all local law enforcements will not directly be dealing with policy making, or creation of technology to protect the country like the military. Not every incident or disaster in the local level will need state or federal involvement. Not every incident or disaster will be directly linked to major homeland threats. Like the States the local law enforcement also have the responsibility to move along any important intelligence or important to appropriate designed agency or fusion center. They also have the responsibility to work with higher authorities, as needed where it is working the National Guard during the riots or initiating state emergency
