The process of producing public policies can be divided into several stages which are Agenda sitting, Policy Formulation, Policy adoption, Policy implementation and Policy Evaluation.
Agenda setting refers to the government acknowledges that a problem needs to be address for a governmental action. The problem has become to noticeable that it needs to be discuss and needs government engage in finding solutions.
Policy formulation this stage examines alternatives that might be possible solutions to address the problem on the government agenda. At this stage that powers relationships become clear by deciding which direction a policy will take. In order to guide who are implementing a policy takes many forms such as routine formulations, analogous formulation, and creative formulation.
Policy adoption this stage is the approval of a policy proposal by the governmental level such as Legislature or chief executive. Once it has been approved it provides legal force to the policy.
