On 06/03/2015, at approximately 0306 hours, your affiant on routine patrol observed a red pick-up truck traveling eastbound on State Route 54 (East Centre Street). Your affiant was unable to obtain the registration due to faulty license plate lighting. Your affiant conducted a vehicle in the area of Stadium Road.

Your affiant approached the vehicle and identified the operator as William F MCDONALD Jr. through a Pennsylvania's drivers license. MCDONALD displayed constricted pupils, facial tremors and exaggerated reflexes while I spoke with him.

Your affiant questioned MCDONALD if he was actively taking, using or prescribed any medication or drugs. MCDONALD replied he was not. Your affiant requested the defendant to exit the vehicle and submit to a series of psychophysical divided attention tests; some of which he was unable to successfully complete. …show more content…
