The Joker manages the overthrow of an entire criminal organization, predicting the moves of the cops and others on their way. The Joker says “Do I really look like a guy with a plan, Harvey? I don’t have a plan…” “I’m a dog chasing cars… I wouldn’t know what to do with one if I caught it. I just do things. I’m just a wrench in the gears. I hate plans.” “Schemers trying to control their little worlds. I’m not a schemer, I show the schemers how pathetic their attempts to control things really are.” But does this quote accentuate the fact that the joker does have a plan? Batman must take off his mask and turn himself in. Oh and every day he doesn’t people will die, starting tonight… I’m a man of my word.” He knew the city would turn on Batman. Batman, of course, was smart enough to not give up his identity. The people aren’t thinking of the fact that if Batman reveals himself, not only will he be dead, but there will be no one to try to save them. Would the Joker really stop killing people? “The Joker publicly states that he no longer cares about killing Batman because he is ‘too much fun’ and that if the Wayne employee, Coleman Reese, who supposedly knows who Batman really is, is not killed to prevent the secret from slipping, then he will blow up a hospital. All hospitals begin immediate evacuation (Source 1).” ‘Introduce a little anarchy - upset the established order, and everything becomes chaos. I'm an agent of chaos. And you know the thing about chaos - it's fair(Source 2).” The Joker tells civilians they could leave the city now, but he might just surprise them in the tunnels or bridges. Everyone then avoids the tunnels and bridges, and they resort to taking the ferries; here they are faced with yet another choice. Which, of course, with the Joker it is not a choice. In the end the civilians end up not killing each other and show the Joker that not all people turn bad in life or death
