The McConnell Unit administration pursuant to Executive Directive 02.3 initiated an investigation sequel to complaint (OCT#16-6387-02) initiated by Sheila Colvin, wife to Offender Sean Colvin TDCJ # 02012834. In her originating complaint, Ms Colvin had expressed concern over the inability of her husband to make special purchases in the commissary. She alleged that on March 2, 2017 her husband had turned in a blue slip for Radio and hot pot.
