The perception provides a perspective as to how the social problem was handled which affected changes of Welfare reform. As numbers of individuals in poverty was increasing more individuals were applying for welfare benefits. The government decided to take responsibility for the poor. By the establishment of the English Poor Laws, and the ADFC program shows how the government took great thought in trying to addressed the issue of poverty. The problem of poverty and welfare dependency has changed some but it has not ended. Legislation has allowed PWROA to be passed because they view the statues of this program would promote work and less welfare recipients. The PWROA is a policy that was made into law. Under this law the TANF program was introduced as a policy solution to tackle poverty and welfare dependency. Over time there has been many programs tested to see what would help the social problem. However, the idea of clients working for their cash benefits and to be sanctioned if they are non-complaint helps to reducing spending. Midgley (2001) noted that “trends also seem to support the view that a reduction in the numbers dependent on welfare has positive implications for economic development” (p.289).
