Observed Weaknesses with Physician Recruitment Agreements:

Document signed by both parties:
Joy and ABC did not receive a signature from the proper party.
This creates accountability and liability issues.

A term of at least a year:
All 3 contracts DO cover at least 1 year.

Relocate medical service geographically:
The physician associated with ABC medical has an established practice in Sycamore, IL and wishes to maintain a practice here. It is greater than 25 miles, and there is no documentation that 75% are new clients.

Require physician to be part of hospital staff:
All 3 contracts DO require physician to be a part of medical staff.

Physicians establish staff privileges and can refer patients to other hospitals:

FV Family 08/12 violated the contract with a lack of supporting documentation.
Joy Medical 01/08 violated the contract because it was 5 months late for July expenses and receipts.
Joy Medical 06/23 violated the contract because it lacks proper approval
7 of the 9 were found to violate the contract in some way.

Process/Control Recommendations for Draw Request Process:

There are serious control weaknesses with all 5 steps for the Draw Request Process.
Stronger controls need to be implemented to avoid these shortcomings.
The draw request process should begin unless all supporting documents are provided.
Collection form the medical group could be from another employee.
All submissions should be within 30 days of last expense. There should be a 10 and a 3-day warning if documentation and submission are missing.
If submission is past due, there should be daily emails or calls until submission is received.
All calculations should be reviewed by a neutral third party after they are reviewed by Grace, Dr. Danson, and the medical practice.
It was noted that Dr. Danson was not properly reviewing the requests. The third-party check should hold him accountable for his
