The Purpose of Legislation
The Marriage Act 1961 was created to standardize the rules of marriage in Australia. As per the long title of the act, the Marriage Act 1961 discusses anything related to marriage. The act defines marriage as the union of man and woman, as well as lists who can marry, when can they marry, who can solemnize the marriage, and offences to the act. This act was amended in 2004 to include the definition of marriage because of the mischief in interpreting the act.
The act aims to standardize the rules of marriage in Australia since being implemented. Prior to 1961, marriage rules were determined by the territory and states. The purpose of the Domestic Pet Registration Act 2015(Qld) is to regulate and record the pets in Queensland. Though Ferdy is your sister Ryanne’s dog and you are not the owner of the pet, using extrinsic materials as stated in the Acts Interpretation Act under section 14 allows us to determine whether you are responsible to register Ferdy with the Pet Registration Board of Queensland. Though the intrinsic material states that residents of Queensland are responsible for registering each pet they own, and you are not the owner of Ferdy, you are accountable for the registration of him as found in the second reading of the Bill by the Minister of Justice. In the reading, the purpose of the bill is read out as extending the registration of pets to a broader range, and to ‘enable people responsible for the care and control of non-productive animals to be traced’ Using this reading as a guidance as to whether or not Tyson should register Ferdy, though he is Ryanne’s dog, it can be established that since he is the one caring for him, he must register
