Every business has to have a Human Resource department that is governed to meet the needs and cultures of the business as well as the employees. The human resource department needs to be able to keep up with changes that the world faces and be able to provide the needed training materials for new hires as well as all other employee in every department that were previously hired prior to the changes.

In Right to Work states such as Florida which has Banned Security laws employees cannot be forced to join the union, “each employee at a workplace to decide whether or not to join the union and pay dues, even though all workers are protected by the collective bargaining agreement negotiated by the union” (NLRB.gov, n.d..). An HR department without a strategic mindset might measure the efficiency and effectiveness of hiring decisions but fail to consider their impact on strategy. For example, if retail sales are a high percentage of total sales, the affect of hiring the best retail sales manager is correspondingly high; however, if Internet sales are more important, the impact of hiring in retail sales is relatively low. It might not make much sense to put a lot of resources into finding the best retail sales manager if the impact of this hiring decision is not high enough to justify the expense.

The HR department plays a vital role in how a business is run, there are a lot of different points and issues that the HR department has to face, keeping up with the different laws and regulation that have to be followed all the way to measuring and employee’s performance. Having the right people in the right places is a must for a business to be successful and HR are those people who make sure this is done.
