Homelessness is not merely the provision of adequate housing, it is a complex issue. According to Somerville, ‘Homelessness is multidimensional’ (1992 cited in Somerville 2013), he further supports that it is not just a lack of housing, but ‘deprivation across a number of different dimensions’ (2013 p.384). Although, in Australia there are two widely accepted definitions of homelessness, there are differences. Firstly, the cultural definition, used by the A.B.S. on census night, differentiates between ‘primary, secondary and tertiary’ classifications of homelessness (Chamberlain & MacKenzie 2003 cited in census???). Whereas, the SAAP definition, is a ‘legislative formulation designed to define a legitimate ‘service delivery’ under the SAAP
