Federalism paper is the collection of 85 articles and essays. Therefore federalism is the subfield of political science. Also, it is the process by which resources are organized and that is used to manage problems facing a political community. Federalism exists to implement laws and policies. In other words, it is a form of governance. Federalism creates a different environment for public policies because of interactions in the different levels of government; In the federal level as president, in state level as governors and as local level as mayors. In reality, federalism is a way for public administrators.

There are fourteen Principles of management by Henry Fayol. Five of them are; Division of work, Authority and Responsibility, Discipline, Unity of Command, and Unity of Direction.
Division of Work: This is the idea of specializing working areas.
Authority and Responsibility: This is the idea that by giving an order with authority you will get things done in an organized way and when you give orders responsibilities come to you.
Discipline: This is the idea of obedience and values.
Unity of Command: This is the idea of employees receiving an order of one manager and answering to them.
Unity of Direction: This is the idea of a management getting focus in an unity.
