Since the United states needed a stable government the constitutional convention of 1787 was held. The convention was held to replace the current form of government. the constitutional convention took place at Philadelphia, Pennsylvania between may 25 to September 17 , 1787. Alexander Hamilton and James Madison wanted to create a new government electing George Washington to preside the convention. Instead of fixing the articles of confederation they wanted to replace it. Three major compromises were to be made for the constitution to be accepted: the bill of rights, 3/5’s compromise, and the great compromise. One major compromise was the great compromise. There were two plans that were pushed forward called the Virginia plan and the New Jersey plan. The Virginia plan was originally written by James Madison but is proposed by Edmund Randolph. It was a plan in which each state would have representatives which were proportional to their population. Since Virginia had the most population, Virginia would have more representatives. Because of this large states supported this while smaller states disagreed. An alternate plan was proposed. The New Jersey plan was created after the Virginia plan. The main point of this plan was one house legislature where all states would have one vote regardless of size. In the constitutional convention the two plans were combined. They decided to add to the constitution that there would be two houses in congress. The house of representatives would be for population and the senate would be for equal
