Neoliberals do not deny the difficulties of international cooperation, but see the possibilities of states coming together to produce absolute gains and to gain secure security within the states. Neoliberals believe that there is a higher chance of international cooperation occurring because of absolute gains and their optimistic view on each state and international cooperation with one another. Neoliberals are convinced that distribution is not as important than gains potentially occurring. Neorealist believe that the chances of international cooperation occurring are low because of their main concern, which is power distribution. Neorealist believe that the states are too greedy to cooperate with one another. Neorealist are focused on anarchy, making sure no one can enforce rules, and setting unitary rational actors, the distribution of power, and their main goal is security and survival. Neoliberals agree with neorealist but believe that international cooperation is possible due to their optimistic view. Neoliberals know that the institutions have it flaws, and if they all work together there will be less flaws. Neorealist and neoliberals both have theories that are similar to one another. Neorealist do not believe there are high chances of international cooperation because of the distribution of power. Neoliberals believe that there will be higher chances of international cooperation because of their optimistic view on the benefits that the states will encounter.
