This was because his father had made peace with the same tribe before and treated them fairly. It was negotiated that the soldiers would be able to leave, but all equipment held by the soldiers would be kept by the Neumantines. The senate saw this as a defeat for Rome and decided to dishonour the treaty. This dishonour was not only to the Neumantines, but also to Tiberius as it was on his honour that he had sworn the treaty. This included his funds. Tiberius passed a law saying the funds go to his funding land distribution, and actual work on Lex agraria began to be done. When Tiberius´s term was up, he campaigned for re-election, he was killed for this in a misunderstanding as the sente thought he wanted to become king.
Tiberius's year in term had monumental consequences on the future of the republic. He had shown that there was a way to circumnavigate the senate while making laws, showed the urban mob that they could have great influence on the laws of the state and how one could exploit that influence.
He started the divide between the optimates and populares in the senatorial class, a very similar divide to what we have today with conservatives and liberals.
The way that Tiberius had died was through political violence, of which was the first in the Roman republic since its creation. This led to political violence eventually becoming more widespread across Rome. these all created cracks in the Roman republic
