As the era of New Imperialism came to an end, colonized countries such as those in Latin America liberated themselves from European rule. Revolutions inside of these Latin American country's left them in debt to Europe resulting in tension between these two regions. Thus, two focal points in the presidency's of both Theordore Roosevelt and Woodrow Wilson was how they would manage foreign relations and their influence in the Western Hemisphere specifically in Latin America. Both Theodore Roosevelt and Woodrow Wilson intervened in Latin American and proposed policies that would better the Western Hemisphere as a whole, specifically Theodore Roosevelt's presidency focused on the relationship of Latin American and Europe while Woodrow Wilson's role as a president dealt with the spread of democracy in developing country's in this region. Originally he planned ambitious domestic reforms but once in office, he soon realized his presidency would chiefly deal with foreign affairs. He did not repudiate his predecessors’ Dollar Diplomacy, so he quickly evolved his own policy. Wilsonianism "advocated the spread of democracy, the creation of an international organization dedicated to peace, an active global role for the United States, and an open global markets." Wilson supported private American investment in Latin America and elsewhere but the promotion of democracy was a priority. Disturbed by the violence of Mexico’s revolution and the arrest of U.S sailors in Tampico, he sent American troops to Mexico in 1914. In 1915, he dispatched marines to Haiti. The dispatch of troops to Mexico and Haiti reflected his goals, but Wilsonianism did not reach it’s highest point until the beginning of World War I. “The world must be safe for democracy,” and once the war was won, he hoped to achieve his goals through a peace treaty and the creation of the League of
