In Taiwan, protesting on the streets and in front of the Legislative Yuan are both legitimate, and therefore, the Sunflower Movement was just a simple protest initially. As time passed by, the government still ignored the appeals of the students. The discontent of the protesters raised and then the whole movement converted into illegal group action to convey their opposition. The entered the Legislative Yuan and took over the podium even though they were not allowed to do so. When the students occupied the legislature, the tension between the protesters and the police built up. Nonetheless, the movement was still peaceful in substance with only a few minor conflicts. Some conditions were set by Rawls and if the conditions were met, people have the right to involve in civil resistance (Brownlee and Kimberly 2013). Sunflower Movement is an indirect civil resistance as it did not violate the law it was protesting. It could be regarded as the last resort to have the government think highly of the effect of CSSTA, for previous rally on the streets did not resolve the problem. Such agreement involving complex issues should not be approved without careful examination. The government would be unable to legislate any other trade agreement with China when the legislature was occupied. The occupation could prevent other subsequent actions from the government before the protest was handled. Moreover, the resistance could be justified as it was against the unjust procedure of legislation. The legislation of the agreement did not go through discussion with public nor with legislators from different parties. Furthermore, the resistance was undertaken in coordinate with civic groups and some trade unions. The member of those groups were the ones affected by the trade agreement, but not the ones started the movement. To sum up, the Sunflower Movement could be justified as it was selflessly initiated and it was the last and only result for the government to change the
