One thing I find interesting about the CHS bid tab is how long of a process it all seems to be, and how many times it gets declined/adjusted before being approved. A lot of adjustments must be made during a bid process. In the past because of our lack of knowledge and experience in elevating bids our only process was by Individual Scoring. Example: For evaluating Proposals one team member would get proposal A, while another one got proposal B. This often created a lack of balance between different evaluators. We also did not have any agreement in advance on how to evaluate different categories. Our only criteria were cost. We would just compare the 3 costs.
