On October 19, 2015, I, Phillip Shelite, was working as a patrol officer unit for the Wichita State University Police, Wichita, Sedgwick County, Kansas.

At 1941 hours, Sergeant Kyle Garwood and I were dispatched to the front lobby of Shocker Hall to meet with Rebecca Snow/WSU ID#G845P234. Rebecca relayed to dispatch they wanted to conduct a welfare check on a student. We arrived at 1943 hours and met with Rebecca. Rebecca and Tracy Saffell/WSU ID#V342H968 explained to us they wanted to check the welfare of a female student who had not been seen or heard from since yesterday (10-18-2015) afternoon. Tracy advised the female had not been to work either. She advised the females friends were in the lobby of building “B” waiting on us to arrive. Tracy advised the friends to wait on the second floor of building “B.” I asked Tracy if there was any history they were aware of with the female student. Rebecca said the friends mentioned the female had depression in the past and had recently broken up with her boyfriend.

We went up to the third floor of building “B.” Sergeant Garwood advised dispatch we would be at room B3180. Rebecca knocked on the door three times. On the third time knocking, Rebecca advised she was housing and keying into the room. This means she was making entry with her master key. As soon as Rebecca opened the door, she

Rebecca identified the female in the rooms name to be Sarah-Jane T. Santiago/WSU ID#S652W359/DOB-7-18-1997. Officer Agnew arrived with the camera a short time later. Wichita Fire Department (WFD)station #10 arrived on scene at 1958 hours. WFD fire fighter Brian M. Powell/ID#1065 entered the room and pronounced Sarah-Jane deceased at 1958 hours.
