Chief Mangan Case Study

When Chief Mangan first became the Chief for Spokane, Washington, he did not have a plan in place that would spell out how the department would move to community policing. (2016). Chief Mangan noticed that the department was understaffed. Furthermore, he recognized that the current police officers were in a building that resembled something from a world war. One of the first things that Chief Mangan wanted to implement or boost was the morale of his department. By doing so know he began to replace and fix what was broken. Starting from the building, stemming into the actual gear. The mindset here, is that if you tell them that they are good police officers, then show them as well. By doing so the Chief attended hundreds of meetings within his first year as the Chief. Listening to what the community had to say. After all this is where you can get receive all your information on hotspots for crime within your community. Chief Mangan began to look for natural leaders within the department and started to have meetings weekly. The mission here was to improve the department, and be able to give and receive constructive criticism in an environment without consequence. Eventually this meeting became to be known as The Strategic Planning Committee. “The Strategic Planning Committee also designed a patrol manual that helped operationalize policing into concrete responsibilities within the patrol division.” (Cordner, 2016, p.484). By doing this he encouraged the police officers to listen to what the community had to say. Building a rapport, and having the community trust the police officers is very important. Chief Mangan encouraged the community to volunteer with the department. Chief Mangan was very effective with how he started the department to begin community policing. He wanted his administrators to start an manual and use SPD as guidance for core values. He suggested they should model themselves from the
