Current State of the Contemporary Issue
In one central California police department, due to several investigative procedural errors on the part of police sergeants, referred to herein as supervisors, police officers of the department have received reductions in their discipline for misconduct that would otherwise warrant a sterner punishment. These supervisors are members of the same police union as those officers that the sergeants supervise. While each supervisors had received formal training regarding police supervision upon their promotion, department in-service training, and provided copies of departmental policy on police officers’ rights during investigations of the officers for misconduct issues, procedural errors by these supervisors continue, which ultimately results in reductions of disciplines received by police officers of the department.

The CVPD reported that during the calendar years of 2010 through 2015, it had a total of 74 complaints generated against various officers of its department (Aguil, 2016). All complaints against agency police officers came from citizens, and in some cases, initiated by the department when allegations of wrongdoing when learned of by the department.
