The level of needs can be divided into 4 main groups namely: macro level , meso level , mega level and micro level .
According to the case of TBTGA the levels of needs identified are : macro level of needs ,meso level of needs and micro level of needs.

Macro level of needs ,refer to needs of national and international there are factors as political ,social, economic and welfare conditions that have impact n the approach to training followed by an enterprise and are essential to determine methods to ensure profitability.

Meso level of needs
Meso level of needs refers to specific requirements of the enterprise and include factors such as changing the organisational strategy objectives ,the availability and utilisation of resources management support for training and development activities.
