C1 reports that V1 was lying face down in the middle of the street. C1 also mentioned that he did not witness the incident occur. Upon arriving on the scene at 1455hrs, V1 was unresponsive. However, V1 was still breathing and could slightly move his fingers and nod his head to questions asked about his medical condition. V1 was wearing blue jeans, a white striped shirt, and tennis shoes. DCF/EMS transported V1 to the Washington Hospital
