Churchill said his task is to form a new Administration. There are always exist a conflict between parties in western representative government . Churchill is the leader of the British Conservative Party. However, under the special background at that time, what Churchill needs to do is to unite national strength to resist the Nazi. So he form an Administration which represents the interest of all parties. He stated “A War Cabinet has been formed of five Members, representing, with the Liberal Opposition, the unity of the nation. The three party Leaders have agreed to serve, either in the War Cabinet or in high executive office.” This behavior lets people who support different parties fell their interests are respected by the new government. So they will believe and support the new government. It is more advantageous to realize “go forward together with our united strength”. Churchill also used much pathos in his speech. After Churchill explained the strategy of the new administration, he said "I have nothing to offer but blood, toil, tears, and sweat. We have before us an ordeal of the most grievous kind.
