Increased alcohol consumption, over two standard drinks per day, seriously increases the risk of chronic illness, injury or death (NHRMC, 2009; AIHW, 2013). In 2010, 2.7% of Australasia’s disease burden was cause by alcohol use (AIHW, 2013). With a higher burden on the health care system, vital services are stretched to accommodate for risky drinkers, putting other patient’s health at risk. Although high levels of alcohol consumption have decreased since 2010, young adults are still more likely to consume alcohol at risky levels in a single situation; binge drinking (AIHW, 2013). The purpose of this briefing note is to discuss issues created from the debate on whether to change the legal drinking age from 18 to 21, while making suitable recommendations as requested from the Premier. As the legal drinking age is 18 in all of the states and territories in Australia, it has created a negative drinking culture that has communities concerned.
