The constitution had meant for there to be checks and balances with a little more power placed on congress. The framers originally didn’t want the president to be the one to declare war. They did not write the Constitution for the presidents to be in charge of the Military and bypass any other branch of government, especially Congress. However, the presidents past and present, and I am sure well into the future have and will continue to find more ways to go around the provisions in the constitutions.

Some of the main features, of Barack Obamas Doctrine are, to enact a law that would help every American afford health insurance. This was accomplished while he was in term. What he said in the beginning that he would implement as part of his Doctrine was the affordable health care law.
