Search Warrant Planning and Procedures
Officer Loe is a veteran Red Team member and is well versed in what is required in this area. Officer Loe was on an extended military assignment for a large portion of this rating period. Since his return he has planned at least seven search warrant operations. Officer Loe understands what is needed in a search warrant entry plan and what areas are likely to create difficulties. He plans for these situations and informs me of them early in his planning phase.
Report #16-34189 occurred at 2215 E. Parkwood on 08/18/2016. This incident involved a search warrant where the target of the investigation had a significant criminal history, was known to carry a handgun and was the suspect in another incident

He has learned to use the numerous investigative resources available to members of the USMS Southern Missouri Fugitive Task Force to apprehend fugitives. Not only is he proficient in utilizing these resources, he takes it upon his self to educate and train other TFO's in their use. Officer Loe has taken the initiative to learn and become proficient in writing subpoenas for phone/financial records, submit collateral leads to other USMS offices, and document case leads and arrests in the USMS reporting system. Officer Loe frequently, proposes new ideas and training scenarios during monthly training days. Officer Loe frequently provides Blue Team members refresher training on the deployment of the TOC and the electronics equipment that we have in inventory.

Decision Making
Officer Loe has demonstrated the ability to make good decisions in the field with little supervisory assistance. He is able to apply the Springfield Police Department SOG’s statutes and ordinances to make legally justified decisions. In situations that require supervisory input, Officer Loe contacts me and usually has a course of action in
